CSA EXPANDS REACH: DEDICATES RENOVATED TUBMANBURG OFFICE, BREAKS GROUND FOR GBARNGA HQ

TUBMANBURG, Bomi County / GBARNGA, Bong County,– The Civil Service Agency has dedicated its newly renovated Western Regional Office in Tubmanburg and broken ground for a Central Regional Headquarters in Gbarnga, marking major steps in the government’s decentralization agenda.
The dual developments are aimed at reducing travel costs and wait times for civil servants in five counties who previously had to process payroll and personnel matters in Monrovia.
The renovated Tubmanburg facility will serve Bomi, Gbarpolu, and Grand Cape Mount counties.
It is the first major upgrade to the building since its construction in 2011 under former President Ellen Johnson Sirleaf.
Funded by the Government of Liberia through the Ministry of Finance and Development Planning, the renovation was awarded to Xcellence Group of Companies Inc., a 100% Liberian-owned firm, following competitive bidding.
Finance Minister Augustine Kpehe Ngafuan performed the dedication and pledged logistics support to ensure the office operates efficiently.
He commended CSA Director-General Dr. Josiah F. Joekai Jr. for extending services to Grand Gedeh and Grand Bassa, plus the planned Gbarnga headquarters.
For his part, CSA Director-General Dr. Joekai said, the Tubmanburg office will offer services including payroll verification and personnel records, eliminating trips to Monrovia for staff in the three western counties.
Superintendents Miatta E. Dorley of Bomi, Sam K. Zinnah of Gbarpolu, and Foday Kiatamba of Grand Cape Mount attended and pledged to safeguard CSA assets in the region.
During the weekend , Senator Prince K. Moye, Chairman of the Bong County Legislative Caucus and Senate Ways, Means, Finance & Budget Committee, broke ground for the Central Regional Headquarters at the Gbarnga Administrative Building.
Senator Moye praised CSA reforms including merit-based recruitment and mandatory testing for all applicants.
He assured increased Senate budgetary support and commended Dr. Joekai’s rebranding efforts.
Bong County Superintendent Loleyah Hawa Norris said county authorities provided two acres behind the County Administration Building for the project.
Dr. Joekai said the Gbarnga HQ, plus offices in Grand Gedeh and Grand Bassa, are funded by the Government of Liberia to expand access to civil service programs nationwide.
The CSA’s decentralization push seeks to bring core HR and payroll services closer to public servants outside Montserrado County.
