NO INDICTMENT, NO FRAUD CHARGES: SUPPORTERS DEFEND NPA BOSS SEKOU DUKULY AMID U.S. GROUP HOME INVESTIGATION

MONROVIA — As an investigative report on group homes linked to National Port Authority Managing Director Sekou Dukuly circulates, supporters are calling for fairness, context, and due process for the Liberian government official.
Dukuly, appointed Managing Director of the NPA in 2024, currently heads Liberia’s government-owned port.
Prior to his appointment, he operated group homes in Minnesota that served adults with mental illnesses and physical disabilities.
Addressing reporters in Monrovia Tuesday, Supporters note that operating group homes involves layers of unending regulations covering state, federal, Medicaid, health, safety, and staffing requirements.
Even for big established group homes, it’s a complex beast,” a statement in support of Dukuly said.
To operate around two dozen facilities over 10 years and serve vulnerable adults is work that many companies refuse to touch.
NO CRIMINAL CHARGES, NO MEDICAID FRAUD ALLEGED:
The central point raised by Dukuly’s supporters is that he has not been formally charged with any crime by state regulators.
According to Jackson Freeman, there is no reported indictment against Dukuly or his business partners, and neither federal nor state authorities have accused him of Medicaid fraud in connection with the allegations outlined in the investigation.
The report noted Dukuly was listed as director while residing and working in West Africa.
Supporters say this is common practice among diaspora entrepreneurs who employ licensed on-site teams to manage day-to-day operations.
Jackson Freeman said that Sekou Dukuly is open to investigation because he has no idea of such wrongdoing.
He noted that upon being contacted by reporters, Dukuly removed himself as director at two facilities — a move supporters described as “leadership, not evasion.
Today, Dukuly serves as Director of the Liberia National Port Authority, a position supporters say reflects national trust.
You don’t get entrusted with a national asset like the port if you lack capacity or integrity’ he asserted.
He left a U.S. business to come home and serve his people.
By all accounts, Sekou Dukuly built businesses that created jobs and cared for vulnerable people for a decade.
And no Medicaid fraud has been alleged by federal or state authorities.
Sources close to him confirm he is open to any investigation because he has no idea of such misconduct. Let the facts come out and Let due process work.
