President Boakai Delivers Third State of the Nation Address, Reports Economic Growth and Governance Reforms

Monrovia, Liberia – President Joseph Nyumah Boakai on Monday evening, delivered his Third State of the Nation Address (SONA) to members of the Legislature and the Liberian people, outlining major achievements, ongoing reforms, and future priorities of his administration.

In his address, President Boakai emphasized that Liberia is making steady progress despite inherited economic and institutional challenges. He reaffirmed his administration’s commitment to democratic governance, the rule of law, and national development.

Economic Performance and Stability

President Boakai reported that Liberia’s economy grew by 5.1 percent in 2025, an improvement over previous years. Inflation declined significantly to 4 percent, the lowest level in two decades, down from double-digit levels when his administration took office. Foreign reserves also increased, strengthening macroeconomic stability and restoring confidence in the Liberian dollar.

He disclosed that domestic revenue collection reached a record high, surpassing targets and enabling the government to submit the largest national budget in Liberia’s history, exceeding US$1.2 billion for Fiscal Year 2026.

Legislative and Governance Reforms

The President highlighted the passage of several key laws, including the Local Government Act, aimed at decentralization, and new legislation to stimulate tourism and establish a National Food Assistance Agency. He also announced proposed bills targeting anti-corruption, illicit enrichment, land dispute resolution, universal health insurance, and the establishment of a National Road Authority.

President Boakai stressed that his administration will not tolerate corruption, noting progress in audits, prosecutions, and improved transparency across government institutions.

Infrastructure, Energy, and Transportation

Significant investments were reported in roads, electricity, ports, and public transportation. Over 780 kilometers of roads have been rehabilitated, improving access between rural and urban communities. Electricity access expanded to more than 83,000 new households, including rural areas, while solar power projects now support clinics and villages nationwide.

The government has also procured 64 new buses to revive public transportation and completed major upgrades at Roberts International Airport, enhancing Liberia’s connectivity.

Agriculture, Jobs, and Social Protection

Agriculture remains a priority, with over 198,000 farmers receiving support, contributing to increased food production and reduced food insecurity. The administration reported the creation of over 70,000 short- and medium-term jobs, with new youth and entrepreneurship programs expected to generate more employment opportunities.

Social protection programs expanded to support vulnerable groups, including street children, women, and low-income households through cash transfers and empowerment initiatives.

Health and Education Improvements

In the health sector, maternal mortality declined, immunization coverage rose to 88 percent, and drug stock-outs were reduced. Ongoing construction of hospitals and diagnostic centers across the country was also highlighted.

In education, the government recruited qualified teachers, invested in school infrastructure, introduced digital learning platforms, and expanded school feeding programs benefiting thousands of students nationwide.

Foreign Relations and National Unity

President Boakai reaffirmed Liberia’s strong relationships with international partners, including the United States, the European Union, China, and multilateral institutions. He welcomed Liberia’s reaffirmed eligibility for a second Millennium Challenge Compact, focusing on energy and job creation.

In closing, President Boakai called on all Liberians to remain united and support the government’s reform agenda. He assured the nation that his administration remains committed to inclusive development, accountability, and building a stronger, more resilient Liberia.

“Our country is in a better state today than it was a year ago,” the President declared, adding that the progress achieved is real and will continue through decisive leadership and collective effort.
