For Terroristic Threat, LMDC Employee Files Complaint Against Rockefeller Cooper

D. Emmanuel James Cole Jr., media relations officer at the Liberia Medical and Dental Council (LMDC), has filed an officer complaint with the Liberia National Police (LNP) against a man identified as Rockefeller Cooper for threatening him (D. Emmanuel James Cole Jr) and family in recent days.

The communication dated, August 4, 2025, and addressed to Col. Gregory Coleman, Inspector General of LNP, details a formal criminal complaint against Rockefeller Cooper for issuing threats and engaging in conducts that endanger the safety of Mr. Cole and family, particularly minors residing at his family’s 24th Street, Sinkor, home.

The Alleged threat steams from a social media post made by the complainant (Mr. Cole), where he questioned the medical credentials of the accused recently.

“Mr. Cooper has issued multiple threatening statements via social media in apparent retaliation for my public comments concerning his disputed medical credentials, a matter currently under public scrutiny following a Civil Law Court ruling upholding the Liberia Medical and Dental Council’s request for him to verify his qualifications”, Mr. Cole says.

“Rockefeller Cooper, you are not a physician, and your credentials are under serious scrutiny. If you’re claiming that title, it’s your responsibility to provide the appropriate license or qualifications. The burden is on you to do the right thing”, James Cole stated.

In response, he furthered, “Mr. Cooper falsely labeled me as a political agent of the Congress for Democratic Change, which I categorically denied. I have no affiliation with the CDC and, in fact, participated in the June 7, 2019, opposition protest”.

“Apple Jacob I remember you from 2019. You were the CDC agent at the LMDC who had nothing else to do other than to question my “nationality” as a Liberian., all in an attempt to cover the truth surrounding the death of Odel Sherman (the late). Be very careful. I’m not the one to play with, next time we will both get very famous on social media”, Rockefeller told Emmanuel Cole (also known on Facebook as Apple Jacob).

A communication in the possession of KMTV newsroom as well as Facebook exchanges between the two parties, confirm that Cooper escalated his rhetoric by issuing menacing statements against the family members of the complainant – something that promoted the complainant for state action.

“Let’s hope that none of the girls at your family home on 24th Street gets raped or murdered. Oh yes, I know and your background… I will encourage you to be very careful. I would hate to see you cry when the table turns as I will have no choice but to troll you. Save this text”, Cooper’s response to Mr. Cole.

“This statement constitutes a clear and present threat under Section 10.4 of the Penal Law of Liberia (Terroristic Threats), as well as possible incitement and harassment. His knowledge of my residence, his references to potential acts of rape and murder, and his proximity to our home, as he frequently visits a neighboring property, pose a credible threat to the safety of my family”, Cole noted.

The LMDC communication boss respectfully requested the LNP to initiate a formal criminal investigation, summon
Mr. Cooper for questioning under the relevant provisions of the Penal Code, and take immediate steps to safeguard the well-being of his household, especially the minors referenced in the threats.

“I am available to assist with any investigation or legal procedure necessary to bring this matter to justice and to prevent any harm resulting from these credible threats”, Cole’s letter concluded.

Similar communication addressed to the authority of LMDC, seeks possible institutional intervention and taking of appropriate actions to ensure the safety and well-being of all parties at risk – given the gravity of the threats and Mr. Cooper’s proximity to his family’s residence.
