Liberia’s House of Representatives has passed and forwarded to the Senate for concurrence, a bill seeking to upgrade the Monrovia Vocational Training Center (MVTC) to a full University status.
Its new name is the “Monrovia University of Science and Technical Education (MUSTE)”.
The Wednesday, July 16, 2025, decision follows the adoption of a report from the house of Representatives joint Committee on Education and Public Administration, and Judiciary.
The proponent of the instrument is Representative Sekou Kanneh of Montserrado, District #2.
The newly approved law provides for the following:
1. The institution will be officially known as the Monrovia University of Science and Technical Education (MUSTE).
2. A three-year phased implementation plan has been established to ensure a smooth and structured upgrade.
3. MUSTE is required to submit a detailed transition and compliance plan to the National Commission on Higher Education (NCHE) within six months of enactment.
4. The Ministry of Finance and Development Planning is mandated to allocate special budgetary support beginning in the Fiscal Year 2026.
5. A University Council will be constituted to oversee the transformation process. The council will include representatives from government, academia, civil society, and industry.
6. MUSTE will introduce new academic programs, including industrial engineering, applied sciences, and technical teacher education.
“This is a historic step for education in Liberia. With proper oversight and investment, MUSTE will play a pivotal role in producing the skilled professionals needed to drive our country’s industrial and economic growth”, said the Chair of the Committee on Education and Public Administration.
When passed, MUSTE will be the first and only technical university in Liberia, expected to fully build the capacities of aspiring Liberians in the technical areas.
