Minister Tingban Unveils Tougher Measures to Strengthen Mineral Sector Governance; Announces Stricter Licensing Conditions and Improved Service Delivery

Monrovia- The Minister of Mines and Energy, R. Matenokay Tingban, has announced a series of new policy measures aimed at strengthening compliance within Liberia’s mineral sector, improving service delivery, protecting the environment, and promoting accountability.
Speaking during a general staff meeting at the Ministry of Mines and Energy on Wednesday, Minister Tingban outlined reforms intended to ensure responsible mining practices and enhance institutional performance across the sector.

Among the key measures announced, the Minister introduced a new condition for the renewal of mining licenses.
Going forward, mining operators seeking license renewal will be required to demonstrate proper land reclamation efforts at their mining sites, including the filling and restoration of pits and excavated areas created during operations.
According to Minister Tingban, the policy is designed to enforce compliance with Liberia’s Minerals and Mining Laws and environmental regulations, while ensuring degraded lands can be restored for productive uses such as agriculture.
The Minister also issued a strong warning to Mining Agents stationed across the country, stressing that districts recording persistent violations of mining laws—particularly the unauthorized use of heavy machinery and the use of mercury in mining operations—will face firm administrative action.
He also disclosed that the Ministry has already taken action by recalling a Mining Agent from Rivercess County for investigation, describing the move as part of broader efforts to reinforce accountability and regulatory compliance.
As part of the Ministry’s ongoing reform agenda, Minister Tingban revealed plans to expand the mandate of the Ministry’s Customer Service Section to strengthen public engagement, improve responsiveness, and enhance service delivery to stakeholders in the mining industry.
Addressing internal administrative processes, the Minister urged employees to eliminate unnecessary delays in processing mining licenses, especially Class “C” licenses designated for artisanal and small-scale miners.
He emphasized that timely and professional service delivery remains essential, noting that the sector serves as a major source of livelihood for many Liberians.
Minister Tingban also commended the Ministry’s Senior Management Team for supporting government efforts to improve employee welfare.
He acknowledged recent initiatives that resulted in salary top-ups and additional staff welfare benefits aimed at motivating workers and increasing productivity.
The meeting highlighted the Ministry’s continued commitment to responsible resource management, institutional efficiency, and improved public service delivery.
Minister Tingban encouraged staff to remain committed to serving the Liberian people and supporting national development, emphasizing that the mining sector continues to contribute significantly to government revenue and the national budget.
