“Where Is the Cement?”: Concerned Citizens of Montserrado District #12 Demand Accountability from Rep. Jerry Yogboh Over Alleged Diversion of 1,000-Bag Donation

MONROVIA — The Chairman of the Concerned Citizens of Montserrado County Electoral District #12 Stephen Morris has publicly addressed allegations that District Representative Hon. Jerry K. Yogboh misappropriated 1,000 bags of cement donated for district development projects.

The cement, according to the group, was pledged by Citizens Movement for Change [CMC] Political Leader Hon. Musa Hassan Bility to support infrastructure and community initiatives within the district.
The Concerned Citizens group says the materials have not been accounted for, raising questions about transparency and oversight in the lawmaker’s office.
Allegations and Demands:
Speaking to journalists, the Chairman Stephen Morris accused Rep. Yogboh of failing to provide details on the receipt, storage, and distribution of the 1,000 bags.
The group is demanding a full account of how the cement was utilized, including project locations, beneficiaries, and supporting documentation.
“These materials were intended to improve living conditions and expand infrastructure for residents of District #12.
Our communities deserve clarity on what happened to this donation,” the Chairman stated.
The group has called on Rep. Yogboh to publicly disclose distribution records and allow independent verification of projects reportedly funded with the cement.
Office of Rep. Yogboh:
KMTV has reached out to the office of Rep. Jerry K. Yogboh for comment and requested documentation showing allocation and use of the materials.
The lawmaker’s office has promised to respond officially and take a Media Tour in order to show the projects that he had used the cements for.
Meanwhile, all allegations remain claims until verified by independent investigation or relevant authorities.
District #12 covers several communities in Gardnersville Township, including Chicken Soup Factory, Shoe Factory, Stephen Tolbert Estate, River View, and Kesselly Boulevard.
Infrastructure and sanitation have been recurring concerns for residents in the area.
Rep. Yogboh was elected in 2023 as an Independent and previously served as an executive member of the CMC before resigning from party positions in April 2026.
CMC Political Leader Musa H. Bility has publicly pledged support for development projects in several constituencies.
The Concerned Citizens group says it will escalate the matter to the House of Representatives’ Committee on Public Accounts and other oversight bodies if satisfactory answers are not provided.
They are also urging the Liberia Anti-Corruption Commission to monitor the situation.
