SENATOR NYA TWAYEN PUSHES SENATE TO FORCE IMCC, INVESTMENT COMMISSION TO ACCOUNT FOR ARCELORMITTAL MDA IMPLEMENTATION IN NIMBA, BONG, GRAND BASSA
MONROVIA – Nimba County Senator Nya D. Twayen Jr. is pressing the Liberian Senate to summon key government agencies for a joint hearing to account for the implementation status of the newly ratified ArcelorMittal Liberia Mineral Development Agreement, four months after its approval.
In a formal communication to Senate Pro-Tempore Nyonblee Karnga-Lawrence and colleagues Thursday, Senator Twayen requested that the Inter-Ministerial Concessions Committee, National Investment Commission, and Bureau of Concessions appear before the Senate Committees on Concessions & Investment and Judiciary, Human Rights, Claims & Petitions.
The request, he said, stems from the Senate’s constitutional duty to provide oversight beyond ratification and ensure that concession agreements deliver tangible benefits to affected communities.
Twayen noted that the MDA, ratified in January 2026 and signed into law on February 9, obligated ArcelorMittal Liberia to submit a comprehensive Social Infrastructure Development Plan for Nimba, Bong, and Grand Bassa counties within three months.
With the deadline now elapsed, he argued it is “timely and appropriate” for the Senate to receive an update on compliance.
Specifically, he wants the Senate to be briefed on:
Roads: Status of the Sehyikimpa–Yekepa pavement and related infrastructure.
Housing: Construction, rehabilitation, and renovation of housing units in Yekepa and concession communities.
Education: Building, renovating, equipping, and operationalizing schools in affected counties.
Health: Construction, rehabilitation, and equipping of health facilities in the concession area.
Other social projects: Additional community obligations under the MDA and commitment letters.
Compliance framework: Implementation schedule, monitoring mechanisms, and status of obligations meant to start immediately or retroactively upon ratification.
He stressed that effective oversight requires regular engagement with implementing institutions and concessionaires to ensure contractual compliance and that anticipated benefits reach citizens.
The AML MDA, one of Liberia’s largest mining agreements, has generated high expectations in Nimba, Bong, and Grand Bassa for infrastructure and jobs.
Senator Twayen said he trusts the communication will receive “urgent consideration” to fulfill the Senate’s oversight mandate.
The Senate is expected to deliberate on the request and set a date for the joint committee hearing in the coming days.
